If it be desired to transfer a piece of land from the second to the first category, as for example to build a barrack, it should be valued as if in the open market. It is suggested that the rent payable by the War Department to the Colonial Govern- ment should be $1 per acre or part of an acre per annum in the old Territory and 25 cents per acre per annum in the new part, with a minimum rent of $1.

It should be borne in mind that land in the Leased Territory is not freehold but can only be held for a term of 99 years from 1st July, 1898, while existing War Department land is freehold and therefore more valuable.

The following is believed to be a complete list of all War Department Lands, Reserves, and Authorised Encroachments from the Colonial Government in Hong- kong, with a short note against each shewing the present status, and what it is proposed to do with it.

Such cases as require it are afterwards dealt with at more length.

The order is taken from a Tahle prepared by the Colonial Works Department in June, 1904, so far as it goes.
